My sympathies to the couple. First-class treatment is reserved for developer subdivisions. If only the couple had applied for a solar panel subdivision, they would have experienced a quick approval process. Thanks for making the community aware of Valley County's incoherence, but anyone who has attended Valley County meetings already knows.

I think incoherence is the right word here. Whether it be subdivisions or solar panels, apply the same standard to everybody. And a little coherence in setting the standards would also be nice. A small residential solar installation having to apply for a CUP? Ridiculous! Also to be fair, VC doesn't corner the market on incoherence. It's everywhere people with official capacities gather. I once naively thought that constantly calling attention to that phenomenon would be a force for change. But after 45 years of trying to do just that, I'm resigned that it is simply a law of nature.
